     The aquifer beneath the Upper Black Squirrel basin took a million years to form, as water rushing down from the mountains carved an underground lake with fingers stretching for miles beneath the eastern El Paso County real estate plains. Some experts estimate it could be depleted in less than 100 years.

     Most of the water users of this aquifer are located in homes in Black Forest, homes in Peyton, homes in Calhan, homes in Monument, and the Powers Corridor. The Colorado Geological Survey is working on a plan to replenish this disappearing aquifer and create Colorado’s first manmade underground storage reservoir. This project would pump underground 500,000 acre feet of water, which is over six times what Colorado Springs Utilities customers use in a year.

     In August, the geological agency will release a report on the possibility. Though many legal and practical questions remain – the most important being where the water will come from – geologists are excited about the prospects. The Colorado Geological Survey report will cover only the technical feasibility of the Upper Black Squirrel project. If it determines the project is possible, the agency would then seek a water utility to take part in a pilot project to begin injecting water into the aquifer.

     Two years ago, state SB193 mandated that Colorado officials study the possibility of underground water storage in the South Platte and Arkansas river basins.  The Upper Black Squirrel aquifer was identified as one of the most promising sites due to geology and legality. Northern El Paso County water suppliers are very excited and hope it can be a solution for their disappearing water. The project could mean a cheap alternative to reservoirs, where water could be deposited and withdrawn like a bank account without the fear of evaporation. Most of these suppliers lack the resources to build reservoirs and have no way to store excess water during the slow months to augment supply during heavy summer use.

The American Recovery and Reinvestment Act of 2009 allows first time Colorado Springs home buyers to receive an $8,000 tax credit. The Colorado Springs real estate must be bought between January 1, 2009 and November 30, 2009, you may be eligible to receive a tax credit for 10 of the purchase price of your El Paso County home, with a cap of $8,000. Some of the program highlights include:

1. Any individual and/or spouse who has no ownership interest in a home during the last three years is eligible.

2. Full credit for single taxpayers with incomes up to $75,000 ($150,000 on a joint return): partial credit for incomes up to $95,000 ($170,000 joint return).

3. Available only for the purchase of a single family home that will be used as a principal residence.

4. Homebuyers can reduce (or even eliminate) their income tax liability for the year of purchase by claiming the credit on their tax return.

5. If the home is sold before three years, the first time home buyer (who is now the seller) must pay the IRS the entire amount of the tax credit at closing.

     El Paso County real estate closed 495 home sales last month compared to 644 sales in December of 2007. This represents a 23% drop in sales from 2007. Sales figures were about equal to the previous month.
There were 892 new listings last month compared to 980 last December. This represents a 9% drop in new inventory from last year.
     There were 4951 homes for sale, which represents about an 8 month inventory. There were more than 5385 homes for sale last December.Active listings dropped 8.1%. There is currently a 10 month inventory of homes, which means there are a lot of good deals out there. There are three things to be aware of. The first time home buyer tax credit program ends in 6 months (July 1st), interest rates are at their lowest point in 5 years, and there are 10,000 soldiers coming to Fort carson in the next 6 months. Each of these three factors will increase sales activity, so it makes sense to be ready to move forward when you find the right opportunity.

Many Colorado Springs home owner children ask a parent or family member if they would consider co-signing on their home in Colorado Springs loan. There is nothing wrong with helping a family member or close friend with buying a home. However, co-signing on a loan should be done with great care and knowledge of the consequences.

Co-signing means that you are extending your personal credit for the benefit of someone else. The problem is, if the borrower defaults, the lender will look to you for FULL repayment. So, you’re really not a co-signer, you’re a co-debtor. Here are a few tips that may prove helpful if you decide to be a co-signor.

  • Although you’re co-signing, make sure your co-borrower is putting cash into the transaction. The more they put in, the lower your risk.
  • Obtain a credit report on the person you’re co-signing for, even if it is with another family member. If they’ve defaulted on other debts, there is a good chance they’ll default on the debt you’re co-signing.
  • Ask the lender to release you from the loan when the principal balance is reduced to a certain amount.
  • Examine how your credit rating and ability to borrow will be impacted.  Co-signing on a loan can sometimes impact your ability to get financing if you need it.
  • Make sure you’re name is listed on the deed as a co-owner. If  you’re on the deed and you make any cash contributions, you may be able to deduct mortgage insurance, property taxes and a pro-rata portion of interest you pay. Ask your accountant or tax planner.
  • If the home is sold, will you share in any appreciation or gain in value?

Every year, Colorado Springs home owners experience accidents in their house that could have been avoided. These, include electric and kitchen fires, gas leaks, smoke, and carbon monoxide injuries, scalding from hot water, and falling down stairs. Below are seven easy, cost effective ways for reducing your chances of facing such a household calamity. Take the test and see which ones you have covered in your Colorado Springs home.

1. Have you replaced your smoke detector (s) in the last 10 years?

As of 1997, 94% of all homes have smoke detectors. In fact, a working smoke detector can reduce your risk of dying in a house fire my nearly 50%. Batteries should be changed every 6 months and smoke detectors every 10 years.

2. Does your family have an escape plan if a fire should occur?

Only 16% households have  developed and practiced fire escape plan. Always have at least 2 ways out of every room and practice these routes every 6 months. Furthermore, plan an emergency meeting place outside of your home in the event of a fire.

3. Parents, do you have anti-scald valves on all faucets and vent locks or gates on all windows?

Water temperatures can vary by up to 30 degrees Fahrenheit. Because of this, scalding is a leading cause of burn related injuries among children. Remember to install safety gates on windows, screens alone are not strong enough to prevent falls.

4. Do you have a class ABC fire extinguisher mounted near na exit on every level of your home?

Home fires are the leading cause of death in the US for people over the age of 1. That’s why, in addition to smoke and fire detectors, fire extinguishers should be located on every level of your home.

5. Do you have ground fault circuit interrupters (GFCI’s) for receptacles near all water supplies and damp areas?

This includes all outlets in bathrooms, laundry areas, kitchens, or anywhere dampness meets electricity. GFCI’s act like circuit breakers to eliminate shock hazards. They will shut down the circuit if an imbalance is detected.

6. Do your stairwells have bright lights at both the top and bottome, and are your basement steps painted with illuminating paint? 

More than 42% of falling deaths result from tripping on stairs and steps. Lighting the location of steps will go a long way toward preventing tripping. Also, don’t forget to secure all rugs and carpeting on or near you steps with rubber backing or double stick tape.

7. Do all of your exterior doors have deadbolt locks on them?

Most burglars take the easy way into your home, either a door or a window. Deadbolts offer the greatest protection. Use a double cylinder bolt when there is glass in or near a door.
